Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are waged: optimistic declarations are released from multiple capitals. Significant resources is devoted on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from Russian territory, a capacity provided through current data. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, probably supplied through Western nations. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: perhaps the incoming missile won't strike its target this time, preventing destruction from ruin and further power outages.
Ongoing Risks
Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely imported technology. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
Intermittently, this carried on until dawn. Kyiv faced the early updates: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that European nations are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through statements or actions, from believing that the current condition will not shift further in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a total frontline collapse until situations evolve in its favour.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a only one week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
